The Russian government has approved the rules for collecting red book plants
The Russian government has approved the rules for collecting plants and fungi that are listed in the Red Book of the Russian Federation or the red books of the country's subjects, as well as the rules for issuing permits for their turnover. This follows from a document published on June 2 on the official Internet portal of legal information.
"Collection (harvesting) of collection objects is carried out on the basis of a permit for the turnover of collection objects issued by the Federal Service for Supervision of Natural Resources Management to a legal entity or individual, including an individual entrepreneur, in accordance with the Rules for Issuing Permits for the Turnover of plants and fungi listed in the Red Book of the Russian Federation," the document says.
According to the rules, the collection or harvesting of red Book plants and fungi is allowed only for the purposes of scientific research, cultivation of plants for subsequent return to the natural environment or their preservation in case of threats of a natural or man-made nature, construction of facilities of federal and regional significance, as well as prevention of threats to the life and health of citizens.
It is noted that specialized organizations, including individual entrepreneurs, have the right to engage in such types of fees. Their responsibilities include submitting a report to Rosprirodnadzor within 60 calendar days after the end of the events. At the same time, the tools used to collect plants and fungi should ensure the preservation of the population.
As follows from the text of the document, permission for this activity is issued by Rosprirodnadzor, the applicant must submit an application in writing or electronically, which will contain full information about himself, specific plants, including their Latin names, place of turnover, estimated duration, volume and tools, as well as conditions of transportation and maintenance of plants. It is noted that a justification for the need for collection should be provided.
Lawyer Dmitry Grigoriev told Izvestia on May 1 that collecting wild mushrooms for personal use in Russia is generally legal, but rare species listed in the Red Book can be criminalized. According to him, the collection of Red Book species is regulated by environmental legislation, including art. 60.15 of the Federal Law on Environmental Protection.
