Slutsky called for limiting the salary gap between managers and other employees

Leonid Slutsky, a State Duma deputy and leader of the Liberal Democratic Party, sent an appeal to Mikhail Mishustin, Prime Minister of the Russian Federation, with a proposal to limit the difference in salaries of managers and ordinary employees of government organizations. The text of the letter appeared on June 3 at the disposal of Izvestia.

"One of the most acute problems in Russia is socio-economic inequality. While some receive fabulous money, others struggle to make ends meet in an attempt to survive on a humiliating salary. In some state-owned companies, the salaries of top managers can exceed those of ordinary employees by dozens of times! Thus, in institutions subordinate to the Ministry of Culture of Russia, the salaries of managers and employees differ by almost 15 times. According to Rosstat statistics, the gap between the richest 10% and the poorest 10% has grown to 15.4 times, and the Gini coefficient, which shows the level of income inequality, was 0.411 in the first half of 2025 compared to 0.407 a year earlier. In other words, incomes are distributed unevenly — the poor become poorer, and the rich even richer. This should absolutely not happen!" — Slutsky emphasized to Izvestia.

As indicated in the document, the politician proposes to establish a single marginal ratio at the level of five times the value. Currently, the maximum levels of the ratio of average salaries of managers and subordinates are determined by the government, regional authorities or local governments.

"In some cases, the ratio of the average monthly salary of management and employees reaches values of 8 (for example, budgetary, autonomous and state—owned institutions subordinate to the Ministry of Health of Russia), 10 (MGIMO of the Ministry of Foreign Affairs of Russia), 12 (TsAGI named after Zhukovsky), 14.9 (institutions subordinate to the Ministry of Culture of Russia) and more," the text of the appeal says..

Slutsky also pointed out the imbalances in departmental security organizations. If the limit is 15 in the structures of the Ministry of Finance, then 22 in the Department of departmental security of the Ministry of Transport. A similar situation is observed in universities: The coefficient is 8 for organizations subordinate to the Ministry of Agriculture, and 11 for the Ministry of Education and Science.

"In this regard, the Liberal Democratic Party proposes to introduce at the federal level a single maximum standard for the ratio of the average monthly salary of managers, their deputies and chief accountants of government organizations and institutions," the letter clarifies.

According to the initiator, such a measure will ensure a balanced distribution of the wage fund, increase the transparency of the remuneration system in the public sector and strengthen the principles of social justice.

"We stand for justice and equality within each labor collective. It is unacceptable when top managers receive fabulous money, and millions of ordinary citizens survive on pennies!"— said Slutsky.

The restriction is proposed to be extended to state-owned corporations, state-owned companies, and business entities with more than 50% of their shares owned by the state. Slutsky asked the head of government to consider this initiative and send a position on the possibility of its implementation.

On June 1, Russian President Vladimir Putin instructed to investigate why municipal officials are fined for failing to complete tasks for which there is no money in the local budget. He instructed the Government of the Russian Federation, together with the Prosecutor General's Office and federal executive authorities, to study cases of punishment of heads of municipalities and local administrations for improper performance of duties if budget allocations for these purposes were not allocated or their volume was insufficient.
