What is known about the attack on a schoolgirl in New Moscow
The incident occurred on Tuesday, May 26, in the residential complex "Salarievo Park" in New Moscow. According to the victim's family, two local residents attacked a 14-year-old girl from Buryatia, who came to visit a friend. As a result, the teenager was hospitalized with a concussion, a split eyebrow and numerous bruises.
The details of what happened on May 31 were told to Izvestia by the schoolgirl's mother Oksana. She explains that the reason for the conflict was that the girl tried to get into the entrance and pulled the door, which allegedly caused dissatisfaction among the women.
According to the source, the attackers cornered the teenager, kicked her and pulled her hair. As a result, the girl received five stitches on her split eyebrow. In addition, there were numerous bruises on the child's arms and legs.
According to the mother, the schoolgirl was in a state of severe shock and could neither resist nor call for help. The women allegedly talked quietly, trying not to attract the attention of others. The beating stopped only after the girl was able to reach the door of her friend's apartment and knock on it. When she heard the knock, her friend left the apartment.
After the incident, the victim's mother contacted law enforcement agencies. Now the girl has already been discharged from the hospital, but her condition remains serious. The schoolgirl complains of severe headaches and nausea, and also sleeps constantly.
The Shcherbinsky interdistrict prosecutor's office reported that a procedural check was being conducted on the incident.
What version of events were voiced by the accused
The women, whom the victim's family believes were involved in the attack on the 14-year-old schoolgirl, do not admit their guilt and insist on a different version of what happened.
According to the girl's mother, one of the alleged participants in the conflict contacted her after the incident. During the phone conversation, the woman called the incident an "accident" and apologized, but denied beating the teenager.
According to the version of the accused, the first aggression was allegedly shown by the schoolgirl herself. They claim that the girl attacked one of the women with a plastic shovel. The injuries sustained by the teenager, including a split forehead and a concussion, are attributed by women to an accidental combination of circumstances. According to them, the girl tried to grab the phone, which as a result fell out of her hands and hit her on the head.
In addition, according to the victim's family, later one of the accused, through a lawyer, offered to resolve the conflict in a pre-trial manner. The girl's parents were offered compensation in the amount of 50 thousand rubles in exchange for a settlement agreement.
The schoolgirl's family refused such an offer and appealed to law enforcement agencies with a statement about the attack.
The reaction of the authorities of Buryatia to the incident
The head of Buryatia, Alexei Tsydenov, commented on the attack on a 14-year-old native of the republic, which took place in New Moscow at the end of May. In connection with the incident, he instructed the representative office of Buryatia in Moscow to provide the victim's family with the necessary assistance and assistance.
According to Tsydenov, the representative office of the republic should help the girl's parents understand the situation, as well as, if necessary, provide support in organizing the treatment and rehabilitation of the child.
The head of the region noted that, according to media reports, the attack could have been accompanied by insults based on nationality. He stressed that such cases are unacceptable, especially when it comes to a child.
"There has been an incident in Moscow. Adults insulted a child on the basis of nationality — our girl, a 14—year-old schoolgirl, went to the point of assault," Tsydenov wrote on his Telegram channel.
The politician also recalled that Moscow is the capital of a multinational country where representatives of different nations should live in peace and harmony. According to him, the manifestations of aggression and intolerance are not related to nationality, but to the level of upbringing and culture of individuals.
In conclusion, the head of Buryatia wished the victim a speedy recovery.
How is the investigation progressing
After a public outcry, the Investigative Committee of Russia opened a criminal case under Article 213 of the Criminal Code of the Russian Federation ("Hooliganism") against women suspected of assaulting a 14-year-old girl in New Moscow. The course of the investigation has been placed under special control: Chairman of the Investigative Committee Alexander Bastrykin instructed to submit to him a report on the established circumstances of the case and the results of investigative actions.
The Moscow Prosecutor's Office is also conducting an investigation into the incident. The Agency monitors the observance of the rights of minors and the legality of procedural decisions taken in the framework of the investigation.
However, the victim's mother had previously stated that the investigation had progressed slowly in the first days after the incident. According to her, within five days after the attack, the alleged participants in the conflict were not interviewed by law enforcement agencies.
Lawyer Elena Rudakova, in a comment to REN TV, noted that if the above circumstances are confirmed, we can talk not only about hooliganism, but also about actions related to discrimination based on nationality. According to her, the perpetrators may be required to compensate the injured party for moral and material damage, as well as medical expenses.
The expert stressed that the final legal assessment will be given based on the results of the investigation. At the same time, sanctions in a criminal case may entail serious liability, up to actual imprisonment.
