Small technology companies have increased the volume of supplies to government customers

In the first quarter of 2026, small technology companies (MTS) have already concluded more than 2.8 thousand contracts with government customers under Federal Law 223-FZ — almost 30% more than in the same period last year. Maxim Kolesnikov, First Deputy Minister of Economic Development of Russia, announced this at the Startup Village 2026 forum in Skolkovo.

The number of MTK suppliers increased by 26%, reaching almost 1,000 companies. The total amount of contracts amounted to almost 30 billion rubles. In total, in 2025, MTK supplied goods and services within the framework of 223-FZ to more than 198 billion rubles. This is 13% more than a year earlier.

At the same time, according to Kolesnikov, the number of MTK procurement participants has increased: there are 500 more of them, and the total number of such companies has reached 1.86 thousand. Software products, machinery and equipment, as well as computer equipment have become the most popular nomenclature. He recalled that the ITC may receive state support measures under the national project "Efficient and Competitive Economy".

Speaking at the MTK session. How to get into the registry and not be disappointed," Kolesnikov also outlined the key vectors for the development of the department's work with the ITC. One of them is a shift in focus from maintaining the MTK registry to developing platform solutions in general. According to him, the registry, which has already registered about 7 thousand companies, successfully performs the function of identifying high-tech businesses. However, at the next stage, the key task is not just to take them into account, but to create conditions for the commercialization of developments and effective interaction with investors, the deputy minister noted.

"As registry holders, we can become a provider of qualified aggregated data for private platforms, where MTK will be able to disclose information about itself and attract investor interest," Kolesnikov emphasized. He added that we are talking about the development of the startup showcase "Take—off - from startup to IPO" and the creation of an ecosystem where it is possible not only to get acquainted with the project, but also to conduct a transaction immediately.

Another priority task, according to the deputy head of the Ministry of Economic Development, is the transition from quantitative indicators of the MTK to an assessment of the real penetration of their developments into the economy. To do this, the ministry, together with Skolkovo, will support companies in commercializing RID and finding customers.

"We need to understand which of the results of intellectual activity have actually reached the market. The Skolkovo system should provide a winning situation for everyone.: we will see an effect on the economy, and companies will receive mentoring support and lobbying in the good sense of the word," Kolesnikov said. Finally, the Association of Small Technology Companies and Technology Companies, created with the participation of Delovaya Rossiya and the Ministry of Economic Development, according to the Deputy Minister, should ensure the consolidation of technology business requests and the development of new mechanisms for interaction between the state and the business community.
