The State Duma proposed to postpone the evacuation of cars to show documents

The State Duma proposed to provide for a 15-minute suspension of evacuation to a special parking lot of a vehicle (TS) to allow the car owner to get out of the car or bring the documents (from home or office) necessary for management. As Yaroslav Nilov, chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, said in his Telegram channel on May 29, the draft law was sent to the Cabinet of Ministers.

"In practice, no one really listens to the helmsman, even if he managed to detain his transport by the very beginning of the process. And even more so, it does not allow you to open a car and present the PTS, CTC and CTP often lying there," the parliamentarian explained.

Nilov noted that the bill was developed in accordance with the explanations of the Ministry of Internal Affairs of Russia, according to which if the driver of the car appears before the tow truck starts moving (even if he does not have documents for the car or they are in the cabin), loading operations should be stopped.

As the deputy pointed out, based on the provisions of Part 1.1 of Article 27.13 of the Administrative Code, the detention of a vehicle is terminated if the following conditions are met simultaneously: the elimination of the reason for the detention before the start of the vehicle intended to move the detained vehicle to a special parking lot, and the presence of a person authorized to drive the vehicle.

The day before, it was reported that the Russian Ministry of Transport had developed a draft federal law, which, in particular, provides for giving motorists the opportunity to pay for parking during the day from the start of the session. This should reduce the administrative burden on drivers and make the payment process more flexible.
