The Moscow State Duma adopted in the first reading the law on fines for the sale of gasoline to children

The Moscow City Duma adopted in the first reading a bill on the introduction of administrative liability in the form of fines for the sale of gasoline and other fuels and lubricants to children in the Moscow region. This was announced on May 28 by the press service of the regional parliament.

Chairman of the Moscow State Duma Igor Bryntsalov announced the amount of fines: for citizens — 5 thousand rubles, for officials — 50 thousand rubles, for legal entities — 100 thousand rubles. The bill complements the initiative of the United Russia party from April of this year, according to which a ban on the sale of fuel to minors was introduced in the region.

"At the suggestion of United Russia, the Moscow Regional Duma has already passed a law restricting the sale of fuels and lubricants to minors. It will enter into force on September 1, 2026. Now we are considering the issue of introducing liability," Bryntsalov is quoted as saying on the website of the Moscow State Duma.

The speaker of the regional parliament explained that pit bikes, for which teenagers buy fuel, are sports equipment, do not have headlights, dimensions and turn signals. He called them unsuitable for public roads, and the bills, according to Bryntsalov, should "protect the lives and health of children."

On April 23, at the initiative of United Russia, a law was passed in the Moscow Region prohibiting the sale of fuels and lubricants to minors. The new rules are aimed at reducing the number of accidents involving teenagers on sports motorcycles.

According to the new law, persons under the age of 18 are prohibited from selling gasoline, diesel fuel, gas and lubricants. An exception is provided only for teenagers who have a driver's license for driving mopeds or light motorcycles. If there are doubts about the age of the buyer, employees of gas stations (gas stations) are required to require documents, and in case of their absence, refuse to sell.
