The Ministry of Transport has prepared a bill on post-payment for parking
The Russian Ministry of Transport has developed a draft federal law, which, in particular, provides for giving motorists the opportunity to pay for parking during the day from the start of the session. This should reduce the administrative burden on drivers and make the payment process more flexible, the ministry's press service said. The measure was developed for parking lots that are not equipped with barriers or other entry and exit barriers.
The ministry said that for the first time at the federal level, the draft law establishes the concept of parking activities and builds a unified parking management system. Thus, public parking lots within the borders of one or more municipalities or cities of federal significance will be included in a single register, which will allow them to keep records, monitor their condition and accessibility.
In addition, it is proposed to introduce the organization of centralized management of parking space. The bill provides that the state authorities of the subjects and local governments will receive additional powers in the field of traffic management in terms of the implementation of parking activities.
It is assumed that a single parking space will create the basis for the further development of smart urban infrastructure: integration of digital services, traffic flow analytics and more efficient use of urban territory.
The Ministry of Transport is confident that the new rules will increase the efficiency of using the road network, traffic safety and average speed of movement in cities by streamlining parking, as well as reduce cases of non-payment for the use of public paid parking.
On May 6, the Russian Ministry of Transport launched an initiative to provide free parking for two cars for large families. Currently, the right to free parking is provided for one car in a large family, however, it is planned to make changes to the guidelines for parking space management in Russian cities by June 30 of this year.
