Russia has been instructed to improve vehicle inspection by 2028

The technical inspection of vehicles in Russia is planned to be improved so that it contributes to improving road safety. This is provided for by the action plan approved by the Russian Government for the implementation of the Strategy for Improving Road Safety.

"The development of a set of measures aimed at improving the technical inspection of vehicles and increasing its effectiveness in terms of ensuring road safety," says one of the points of the strategy.

The Ministry of Transport, the Ministry of Internal Affairs and the Ministry of Agriculture have been instructed to do this. The government is waiting for a report in 2028.

Now passing a technical inspection is mandatory for passenger taxis, trucks and buses. Individual owners of passenger cars are required to undergo a technical inspection only when re—registering cars older than four years and when making changes to the design.

On May 21, the Russian government approved an action plan for the implementation of a Strategy to improve road safety for the period up to 2030 and for the future up to 2036. The plan contains more than 260 events. The main goal of the strategy is to reduce road deaths by one and a half times by 2030 and by two times by 2036 (compared to the level of 2023).

Earlier, on March 4, it was reported that the Russian Interior Ministry had finalized a decree of the government of the Russian Federation, which will strengthen control over the inspection from September 1, 2026.
