Regions will be able to spend revenue from fines for traffic violations on improving roads.

In Russia, it is planned to legislate the possibility for regions to use budgetary funds from road funds received from fines for traffic violations solely for the purpose of improving roads. This was reported by TASS on May 27.

The funds collected from fines for traffic violations can be used for such tasks as the elimination of hazardous areas, improving traffic management and eliminating conditions that contributed to the occurrence of accidents.

It is noted that these changes should be introduced into the regulatory acts of the subjects this year. The task is entrusted to the executive bodies of the regions.

Previously, all funds from fines were fully credited to regional budgets. After an increase in the amount of fines since the beginning of last year, the proportions of the distribution of these revenues between the levels of the budget system of the Russian Federation have changed. Starting from January 1, 2025, 75% of the funds received from fines for traffic violations will be allocated to regional budgets, and the remaining 25% to the federal budget.

The day before, it was reported that a bill was submitted to the State Duma, which proposes to establish administrative responsibility for obstructing traffic by illegally placing containers for collecting household and construction debris on the road.
