Russian Presidential aide Yuri Ushakov said on May 26 that relations between Russia and Kazakhstan had reached an "unprecedented high level" and were developing on the principles of equality and respect for each other's interests.

The key point that Ushakov emphasized is that Vladimir Putin's current visit to Kazakhstan is a state visit, and it is the second in the current presidential term of the Russian leader. According to Ushakov, this violates the usual protocol practice. Thus, the very fact of organizing a second state visit in one period, on the initiative of the Kazakh side, serves as a clear indicator of the exceptional nature of Russian-Kazakh relations.

Ushakov also cited specific figures demonstrating the scale of the dialogue between Moscow and Astana. Since March 2019, when Kassym-Jomart Tokayev assumed the post of President of Kazakhstan, 38 personal meetings of heads of state have been held.

In the current year, 2026, Tokayev has already visited Moscow to participate in the celebrations on the occasion of the 81st anniversary of the Great Victory. The Russian leader will arrive in Astana on the evening of May 27. Tokayev will personally meet Putin at the airport. After a personal greeting, the leaders will introduce the members of their delegations to each other.

The program, as Ushakov described, will begin on the same day with an informal friendly dinner between the two presidents. Later, on the morning of May 28, an official welcoming ceremony will be held with the participation of an honor guard and a flight of planes flying the Russian flag. Then negotiations in a narrow format, followed by negotiations in an expanded format with the participation of delegations.

These include common history, Eurasian integration, a common border as a space of cooperation, economic partnership, linguistic and cultural diversity, youth and educational exchanges, as well as a joint vision for the future.

After the signing, the presidents will make statements to the press, then they will plant an oak sapling on the Alley of Eternal Friendship in the center of Astana. Next is the state reception on behalf of the President of Kazakhstan.

On the evening of May 28, Putin will take part in the Fifth Eurasian Economic Forum. The President will speak at a meeting on the topic: "EurAsEC in the global digital race: betting on artificial intelligence." During his speech, Putin will assess the level of digitalization and the development of artificial intelligence (AI) both in the world and within the union. The Russian President will also present a vision for further deepening integration and increasing the competitiveness of the Union's countries in this area.
