To install a barrier in the courtyard of an apartment building (MCD), at least half of the apartment owners must vote for the initiative, and in some cases, at least two—thirds. Sergei Kolunov, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, United Russia party, reminded Russians about this rule on May 27.

"The decision is considered accepted if more than half of the apartment owners vote for the installation. However, in some cases, the share should be even higher — two thirds of the votes. This is the case if the land plot on which the barrier is supposed to be installed is in common ownership and is included in the common property," he told TASS.

A general meeting of homeowners should be organized to decide on the installation of the barrier. In case of a positive outcome, the installation of the barrier must be coordinated with the administrations. In addition, it is necessary to take into account the requirements of the traffic police, fire and utility services.

On April 20, Kaplan Panes, deputy chairman of the State Duma Committee on Budget and Taxes, said that in order to legally install an air conditioner on the facade of an apartment building, it is necessary to obtain the consent of two thirds of the homeowners. The only exceptions are new buildings where the developer has provided special baskets or places for air conditioning equipment in advance. In this case, it is enough for the owner to contact the management company and install the unit in the designated place.
