Russia has always openly stated its actions, and the international community has been informed of the need to take the necessary measures against citizens and diplomatic personnel stationed in Kiev. This was stated on May 26 by the official representative of the Russian Foreign Ministry, Maria Zakharova, answering a question from Izvestia.

On May 25, the Foreign Ministry warned that the Ukrainian Armed Forces' strike on Starobilsk had "run out of patience," so the Armed Forces of the Russian Federation are launching successive strikes against military installations in Kiev. The agency recommended that foreigners leave the city as soon as possible, and local residents should not approach military and administrative infrastructure facilities.

"We have never acted surreptitiously. We openly declare the steps we are taking. Because we treat this really responsibly," Zakharova explained.

The attack of the Armed Forces of Ukraine (AFU) on a college in Starobilsk, Luhansk People's Republic (LNR), took place on May 22, resulting in the death of 21 people. A criminal case has been opened under Part 3 of Article 205 of the Criminal Code of the Russian Federation ("Terrorist act").
