The funeral of Maxim Bugakov, who died in the attack of the Armed Forces of Ukraine (AFU) on a college in Starobilsk, took place in the Lugansk People's Republic (LNR) on May 25. The brother of the deceased told Izvestia that the attack on the educational institution was probably planned in advance.
"Everything was planned, they beat me exactly. Even the slabs in the basements couldn't stand it," he said.
According to an eyewitness of the incident, about five explosions were heard, after a short period of time the series of blows was repeated, and then the explosions were heard for the third time.
A memorial with photographs of the victims appeared near the site of the tragedy. People bring flowers, candles and soft toys to him. A similar memorial was organized near the building of Lugansk State Pedagogical University (LGPU).
"It's actually very scary to look at them, because you realize that literally I'm the same, I'm their age, I could be in their place. Anyone could have been in their place," said Valeria Tsvetova, a student at LGPU.
Dmitry Polyansky, Permanent Representative of the Russian Federation to the Organization for Security and Co-operation in Europe (OSCE), said on the same day that Russia had asked the OSCE to promptly condemn the Ukrainian Armed Forces strike on a dormitory in Starobilsk. According to him, there is no direct condemnation of the strike in the response from the organization.
On May 22, the Ukrainian Armed Forces attacked the academic building and the dormitory of the Starobilsk College. A criminal case was opened into the attack under Part 3 of Article 205 of the Criminal Code of the Russian Federation ("Terrorist act"). 21 people were killed in the attack, and 65 others were injured. The names of all the victims of the terrorist attack have been established. In the LPR, May 24 and 25 were declared days of mourning for the dead.
