FSB: the suicide bombers used by Kiev thought they were working for the security forces of the Russian Federation

In 2025-2026, in Moscow, Stavropol and Lugansk, the Ukrainian special services organized three suicide attacks, which until recently believed that they were carrying out the tasks of the Russian security forces. This was announced on May 23 by the FSB's Public Relations Center.

"The use of "live bombs" is actively used by the Ukrainian special services. In 2025-2026, in the cities of Moscow, Stavropol and Lugansk, the enemy carried out three high-profile terrorist attacks involving suicide bombers recruited through fraudulent call centers who, until their deaths, believed they were carrying out tasks for Russian security forces," the ministry said.

According to the FSB, an explosion was prevented in the Belgorod region, which was supposed to be committed in a crowded place by a local resident. She was fraudulently recruited by the special services of Ukraine under the pretext of helping Russian law enforcement officers. The explosion would inevitably have led to her death and significant civilian casualties. The FSB continues to work to stop such crimes.

On May 22, the FSB Central Control Center reported that since the beginning of 2026, the special service has prevented 101 terrorist crimes in Russia, 78 of them terrorist attacks. The agency reminded the Russians that representatives of the special services of Ukraine do not reduce their activity when recruiting in the messengers Telegram and WhatsApp (owned by Meta, which is recognized as extremist and banned in the Russian Federation).
