"Last night, the neo—Nazi regime that seized power in Kiev carried out a terrorist attack on the student dormitory of the Starobilsk Pedagogical College," Putin said, adding that the death toll had risen to six people. 39 were injured, 15 are missing.

The President drew special attention to the fact that there are no military facilities, special services facilities, or related services near the hostel.

He also pointed out that the strike was not accidental: "it passed in three waves, 16 UAVs in the same place."

"Once again, I would like to appeal to the servicemen of the armed forces of Ukraine: do not follow the criminal orders of the illegitimate junta that has stolen. Otherwise, you will become accomplices in these crimes," the head of state added.

Putin stressed that an investigation would be conducted in connection with the attacks by the Ukrainian Armed Forces on the college and instructed the Ministry of Foreign Affairs of the Russian Federation to inform international organizations and the international community about this crime.

He also pointed out that the Ukrainian government steals everything, including the means of protecting those "who are literally being driven to the front to die, and any foreign aid."

Putin noted that the heroes who passed their military education should form the backbone of the managerial class, they are "the salt of the Russian land." They, the president added, "went through the crucible of severe trials during the war," but that is why such people "should form the backbone of future managers." He added that these people had proved their devotion to the Motherland, their willingness to fight for it, for its interests, and their willingness to sacrifice themselves.

Putin added that the authorities will support veterans of the special military operation who will run for State Duma deputies.
