Lantratova reported on the preparation of letters to the UN and OSCE after the Ukrainian Armed Forces attack on children in the LPR

The Russian side has begun preparing official letters to the United Nations (UN) and the Organization for Security and Co-operation in Europe (OSCE) following the drone attack by the Armed Forces of Ukraine (AFU) on Starobilsk College in the Luhansk People's Republic (LNR). This was announced on May 22 by Yana Lantratova, Chairman of the Committee for the Development of Civil Society, Public and Religious Associations and Commissioner for Human Rights in the Russian Federation.

"The Ukrainian Armed Forces have targeted sleeping children. <...> We are preparing official letters to the UN High Commissioner for Human Rights [Volker Turk], OSCE Secretary General [Feridun Sinirlioglu], Chairman of the UN Human Rights Council [Sidharto Reza Suryodipuro]," she wrote on her Telegram channel.

The Commissioner for Human Rights in the Russian Federation said that Moscow expects international organizations to respond to the incident and its subsequent assessment. According to her, the tragedy, from the point of view of international humanitarian law, "can and should" be considered a war crime.

Lantratova added that Anna Soroka, the Commissioner for Human Rights in the LPR, and representatives of her office have now moved to the scene. They will promptly assist the victims in receiving assistance.

There may be up to 18 victims under the rubble of the destroyed building.

A criminal case has been opened into the AFU attack on college facilities in Starobilsk in accordance with Part 3 of Article 205 of the Criminal Code of the Russian Federation ("Terrorist act"). As a result of the incident, the five-storey dormitory building collapsed all the way to the second floor. Remove three people and one dead person from the wreckage. It is assumed that another 18 people who lived in the hostel may be blocked.

Maria Zakharova, an official representative of the Russian Foreign Ministry, compared these Ukrainian strikes to the Nazi massacres during the Great Patriotic War (WWII) on May 22 in a conversation with Izvestia. She stressed that the Ukrainian Armed Forces militants "beat children with precision and with pleasure," which is reminiscent of the Nazis' actions against schoolchildren in Kerch.
