Electronic public services from the State Traffic Inspectorate are becoming more popular

Government services in digital form, provided by departments of the State Traffic Inspectorate, are gaining popularity among motorists. More and more people are choosing a remote way to register a vehicle, register for obtaining a driver's license for the first time, or exchange it. And this is only a part of those public services that the State Traffic Inspectorate is ready to provide to citizens in electronic form, Izvestia found out.

It's a matter of 15 minutes

Electronic applications for government services are becoming increasingly popular among Russian motorists, according to the State Traffic Inspectorate of the Russian Interior Ministry. According to the agency, over the past year, the share of such applications related to vehicle registration has already reached 40.3% (almost 5.8 million requests). As for the services for conducting exams and issuing driver's licenses, the share of electronic applications is even higher — 45.4%, or more than 3.1 million requests.

We remind you that you can register for a visit to the MREO to register a car or obtain a driver's license both on the Gosuslugi single portal and on the official website of the State Traffic Inspectorate (gosvotinspektion.rf). With the second option, you need to go to the "Car Owners" section and click on the link to the Gosuslugi portal. And then you need to choose from the suggested list the type of service and the MREO department in which it will be provided. The system itself will offer a choice of available slots: the car owner just needs to click on the appropriate date and time of the visit. After that, you must fill out the appropriate application form and pay the state fee.: the very coveted "coupon", for which motorists took up a live queue at the MREO at night about ten years ago, will come to the driver electronically in his personal account.

The entire application and digital recording process takes literally 10-15 minutes. According to a similar scheme, by specifying the appropriate service on a single portal, graduates of driving schools can also choose the date and time of their visit to the MREO to take exams, as well as motorists whose driver's license expires to replace them, the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia notes.

As a reminder, new rules for taking the driving test came into force on May 12. Now the management skills test will be scheduled no later than 60 days after the successful completion of the theory. Previously, this period was 180 days. Those who fail to complete their internship within six months will have to retake the traffic law test.

If during the exam the examinee is found to have communication equipment, photo, video, audio equipment and other electronic cheat sheets, the exam will be terminated and its results will be annulled. At the same time, such a cunning person will be able to come to the exam no earlier than a year later.

A popular figure

— We see that more and more citizens are choosing the opportunity to apply for a particular public service provided by the State Traffic Inspectorate in electronic form. People have appreciated the convenience and advantages of this application form and are increasingly using it," Roman Mishurov, head of the Department for Registration and Examination Activities, Technical Supervision and Public Services at the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia, told Izvestia.

He noted that the use of a single portal of public services for the provision of registration and examination activities reduces the burden on the citizen himself. Interdepartmental electronic document management eliminates the need to collect additional documents that are already available in government agencies, Roman Mishurov emphasized.

The State Traffic Inspectorate of the Ministry of Internal Affairs of Russia emphasizes that applying for any services through the State Traffic Inspectorate in electronic form is precisely the right, not the duty of a citizen. If desired, he can receive one or another public service by contacting the department personally, the department reminds.

Numbers, rights, and more

Of course, an application submitted electronically does not always save the car owner from a personal visit to the departments of the State Traffic Inspectorate. For example, it is impossible to conduct a remote "digital inspection" of a car. But at the same time, having a printed application submitted electronically, the car owner can undergo an inspection in advance, before submitting documents for vehicle registration.

Regardless of the form of the submitted application, a citizen's personal presence is required during exams for the right to drive a vehicle or when replacing a driver's license, as well as in some cases to identify the authenticity of documents.

Nevertheless, there are a number of public services in which, if an application is submitted through a single portal, the personal presence of a citizen in the unit is not required, the State Traffic Inspectorate notes. Moreover, many car owners are not even aware of this possibility.

So, since March last year, a vehicle purchase and sale agreement can be issued through the Gosuslugi portal. In this case, or if the transaction is notarized, the previous owner, by submitting an application in electronic form, can remove the vehicle from the register immediately on the day of sale, rather than waiting 10 days when the purchase agreement is concluded in simple written form.

You can also request data on traffic violations on a single portal and get an extended extract from the state register of vehicles. This statement, unlike the statement from the EPTS, is the only electronic document confirming the legality of the registration of the car and the accuracy of information about its owner. This gives the potential buyer the opportunity to check whether the car is wanted, whether there are restrictions on registration actions in relation to the vehicle they like, whether it has been involved in an accident, how many owners it had.

You can apply electronically for other automotive public services. For example, to apply for the issuance of a certificate of approval of a vehicle for the transportation of dangerous goods, permission to make changes to the vehicle design, or to obtain a certificate that the changes made comply with safety requirements.

Public services from a smartphone

The Gosuslugi Avto mobile application, which has been operating for almost five years, provides even more opportunities for motorists to receive public services. By installing it on a smartphone, a driver, for example, can apply for registration of a car directly from a car dealership — you just need to know its VIN number. It can also be used to digitalize a car purchase and sale agreement.

This application allows you to present to the traffic police inspector a driver's license and a vehicle registration certificate in electronic format — in the form of a QR code. However, this does not negate the driver's obligation to have these documents with him, the Russian State Traffic Inspectorate reminds.

Digital services, their further development and expansion are one of the priorities of the traffic police. It will continue in cooperation with the Ministry of Finance of Russia, as well as with other ministries and departments, the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia emphasizes.
