The expert named the main financial innovations of 2026
Families with two or more children will be able to receive an annual payment due to a partial refund of personal income tax, and the self—employed will be eligible for sick leave with voluntary contributions to the Social Fund. What financial changes await Russians in 2026 can be found in the Izvestia article.
Tax benefits and parental support
Starting from June 1, 2026, families with two or more children will be eligible for an annual payment. The mechanism involves a partial refund of personal income tax, in which the tax is actually recalculated at a rate of 6% instead of 13%. You can apply through Gosuslugi, the IFC, or branches of the Social Fund of Russia before October 1.
Families whose average per capita income does not exceed 1.5% of the subsistence level in the region are eligible for support. Irina Dimitrova, Director of the Retail Business Development Department of her Bank, noted that the government is striving to reduce the tax burden on working parents.
"This is one of the most notable measures to support families in recent times. In fact, the government is trying to reduce the real tax burden on working parents with low incomes," Dimitrova said.
Social guarantees for the self-employed
Since July 2026, the country has been launching a voluntary social insurance system for self-employed citizens. Subject to the deduction of contributions to the Social Fund of Russia, program participants will be able to receive payments for temporary disability.
According to experts, such integration into the social infrastructure contributes to the legalization of the segment of non-standard employment. Dimitrova stressed that self-employment is no longer perceived as a format of work outside the official system.
Introduction of the digital ruble
Starting from September 1, 2026, the largest banks and trading companies with revenues of more than 120 million rubles will be required to accept payments in digital rubles. The project's infrastructure will be based on the Bank of Russia platform, and wallets will be available in commercial organizations' applications.
"At the first stage, the digital ruble is unlikely to completely change the daily financial behavior of Russians. But for the financial system, this is an important infrastructure project that may change some of the payment processes in the future," Dimitrova said.
In parallel with the development of digital payments, the authorities intend to expand the mechanisms of tax deductions for long-term savings. The changes will affect the IIS-3 and long-term savings programs, stimulating the investment activity of citizens.
