LDPR deputies have developed a bill proposing to take into account Russians' mortgage expenses when determining low-income citizens for subsequent payment of benefits. The initiative will be submitted to the State Duma on May 15 (Izvestia has the text of the document).
"Today, a family may not be formally considered needy just because on paper it has an income. But often a significant part of this money is spent every month on the mortgage — the payment for the only housing. The LDPR proposes to correct this injustice. State support should be assigned based on the real financial situation of people, and not the formal figures in the income statement," LDPR leader Leonid Slutsky told Izvestia.
The initiative will make it possible to more fully take into account the real financial obligations of citizens and ensure that state social assistance measures are commensurate with the actual financial situation of the family, the explanatory note says.
On May 12, State Duma deputy Dmitry Svishchev recalled that Russians whose official income is subject to personal income tax (personal income tax) can return from 390 to 660 thousand rubles for mortgage interest in 2026 due to a tax deduction.
The amount of the refund will depend on the personal income tax rate, which in the Russian Federation ranges from 13 to 22%, depending on the income level. For mortgage loans, the deduction limit is 3 million rubles. The tax that was paid on this amount at the rate is refundable.
