On May 13, Russian President Vladimir Putin signed a decree appointing Egor Kovalchuk as interim governor of the Bryansk Region. Previously, Kovalchuk served as Chairman of the Government of the Luhansk People's Republic (LNR). About his life and professional career — in the material of "Izvestia".

Early years and education

Egor Viktorovich Kovalchuk was born on March 28, 1973 in Chelyabinsk. In 1995, he graduated with honors from South Ural State University with a degree in Economics and Enterprise Management in Mechanical Engineering. Later, he received additional education in Law at the same university, as well as a third higher education in Water Supply and Sanitation. Completed the MBA program "Business Management". He is a graduate of the School of Governors, a program for the development of the personnel management reserve at the RANEPA Graduate School of Public Administration.

Banking career

He started his career in 1995 as a specialist at the South Ural branch of Mashbank. In 1996, he joined Uraliga Commercial Bank CJSC, where he worked his way up from specialist to First Deputy Director. Kovalchuk worked in the banking sector for 10 years.

Work in municipal and regional government

In 2005, Kovalchuk joined the municipal service and took up the position of General Director of the Municipal Unitary Enterprise "Production Association of Water Supply and Sanitation" in Chelyabinsk, where he worked for the next five years. From 2009 to 2010, he was a deputy of the Chelyabinsk City Duma, a member of the Commission on Housing and Communal services, landscaping and environmental management.

In 2010, he was appointed Deputy head of the Chelyabinsk City Administration for Urban Development, and since September of the same year — Deputy head of the city for urban Development. In 2012, he became the Minister of Industry and Natural Resources of the Chelyabinsk Region. In 2014, he became the head of the Ministry of Radiation and Environmental Safety of the region.

In November 2015, Kovalchuk left for Khanty-Mansiysk Autonomous Okrug — Yugra, where he took up the position of Director of the Department of Housing and Communal Services and Energy. In March 2019, he worked in the structures of the Ministry of Construction of the Russian Federation.

Alexey Texler, who served as acting governor of the Chelyabinsk Region, appointed Kovalchuk vice governor on June 3, 2019. In his new position, he oversaw the work of the newly created Ministry of Industry and Natural Resources, and was also responsible for the preparation and holding of the SCO and BRICS summits in Chelyabinsk. He was enlisted in the reserve of managerial personnel of the Presidential Administration of the Russian Federation.

In May 2023, deputies of the Miass City Council elected Kovalchuk as the head of the Miass city district — 25 out of 26 deputies voted for him. A month later, Governor Texler appointed him his deputy on a voluntary basis.

Chairman of the Government of the LPR

In July 2024, Kovalchuk prematurely resigned from the post of head of Miass and headed the government of the LPR. When presenting his candidacy, the head of the region, Leonid Pasechnik, called him an experienced manager and a strong business executive. The beekeeper expressed confidence that with the arrival of Kovalchuk, the republic would receive "a new impetus to development in all spheres of life."

During his time in the LPR, Kovalchuk was awarded the departmental medal of the Ministry of Energy of the Russian Federation "Labor Glory" of the III degree for his great personal contribution to the development of the fuel and energy complex and many years of conscientious work.

Appointment of the acting head of the Bryansk region

On May 13, Putin signed a decree appointing Kovalchuk acting governor of the Bryansk region. The decree came into force today. The appointment took place after Bogomaz resigned at his own request from the position of head of the region.
