The State Duma adopted a bill to simplify registration of drunk drivers
At the plenary session on May 13, the State Duma adopted in the third reading a bill on optimizing the activities of Traffic police officers, which consists in reducing the number of procedural documents they draw up when registering drunk drivers. The document is published on the website of the lower house of Parliament.
Currently, when identifying a driver with signs of intoxication, it is necessary to draw up from three to five procedural documents, according to the explanatory note to the draft law. These are the protocol on suspension from driving, the act of examination for alcohol intoxication, the protocol of referral for a medical examination, the protocol on an administrative offense, as well as the protocol on the detention of a vehicle (vehicle). Drawing up a protocol on dismissal from management is mandatory in each case, which, according to the authors of the document, is redundant.
Changes to the Administrative Code will allow traffic police to either draw up a separate protocol on suspension, or to mark the suspension in other protocols (for example, in the act of examination for intoxication). Similarly, with regard to the protocol on the detention of a vehicle, inspectors will be able to record the detention of a car in the protocol on an administrative offense.
The authors of the document clarified that in 2024, 403,5 thousand cases of administrative offenses were initiated for drunk driving and refusal of medical examination. It takes about 5 minutes to draw up a single procedural protocol. Thus, reducing the number of documents compiled would save approximately 33.6 thousand working hours per year, as well as reduce financial costs for forms, as indicated in the accompanying materials to the draft law.
On the same day, State Duma deputies withdrew a bill that would have required car manufacturers to provide organizations involved in vehicle repair and maintenance with all information about maintenance standards, rules and procedures.
