The condition for Russia and Ukraine to start negotiations on a peaceful settlement is a complete cease-fire, which must be ordered by the Kiev authorities. This was announced on May 13 by Kremlin spokesman Dmitry Peskov.

"In order for a cease-fire to occur and a corridor to full-scale peace talks to open, <...> President [President of Ukraine Vladimir] Zelensky must order the armed forces of Ukraine to cease fire and leave the territory of Donbass," the press secretary of the head of state said at a briefing.
