Russia was forced to think about ensuring its strategic security after the US withdrawal from the Treaty on the Limitation of Missile Defense Systems. This was announced on May 12 by Russian President Vladimir Putin.

"After the United States withdrew from the Anti—Ballistic Missile Treaty in 2002, we were forced to think about ensuring our strategic security in a new reality and the need to maintain a strategic balance of power and parity," Putin said.

The President stressed that work on improving deterrence forces was resumed in Russia in the two thousandth years, when the country was going through a difficult time.
