The change in the receipts for housing and communal services (housing and communal services) terms from "privatized property" to "private" has no effect on the amount of charges. This was announced on May 11 by Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"This replacement of words did not affect the amount of charges for housing and communal services, since the calculations depend on the area of the room, the number of residents and meter readings, and not on how exactly the apartment was obtained," the parliamentarian said in an interview with RIA Novosti.

He stressed that changing the wording in the receipts is necessary to unify the data in the Unified State Register of Real Estate (USRN) and payments. Koshelev explained that at the moment, according to the law, property owned by Russians is private property.

Koshelev said on May 7 that the amount of payments for housing and communal services (HCS) after the heating is turned off depends on the availability of a communal meter and the payment scheme chosen in the region. According to him, if a communal meter is installed in a house, and the region has switched to seasonal payment, residents pay only for the heat actually consumed. In this case, for May, the charge will be only for the days when the heating was still working, or it will not be at all if the heat supply was turned off at the beginning of the month.
