RSA called CTP unprofitable in 60 regions of Russia

According to the results of the first quarter, CTP turned out to be unprofitable in 60 regions of Russia. In these regions, insurance payments exceed insurance fees, resulting in insurers incurring losses. This was stated by Sergey Yefremov, Vice-president of the All-Russian Union of Insurers (VSS), the union's Telegram channel reported on May 7.

Yefremov clarified that such results are related, in particular, to the unscrupulous actions of a number of citizens who earn money from this. To combat fraud, insurers create special regional groups that interact with the police, prosecutor's office, FSB and regional administrations to develop specific tactics to counter fraud. The forms and methods of fraud in different regions of the Russian Federation may vary, said the Vice-president of the BCC.

"In a hard hat or voluntary form, any insurance company, taking into account the situation with fraud, can include such losses in the tariff as it deems necessary. But this is not the case in CTP today. The bonus-malus coefficient works in CTP, which takes into account the number of road accidents that have occurred," Yefremov said.

According to the results of the first quarter of 2026, the average CTP payment increased by 9.8% compared to the same period last year and reached 118.9 thousand rubles. The average premium for annual compulsory motor insurance policies remained approximately at the same level as a year earlier during this period, amounting to 7,645 rubles.

The day before, it was reported that the Bank of Russia (CBR) proposed to amend the CTP, according to which, in case of early cancellation of the policy, if the contract has not yet begun to operate, the consumer will be able to refund the money.
