Wages below the minimum wage in Russia are possible for certain categories of workers. This was announced on May 6 by Igor Balynin, Candidate of Economics, Associate Professor at the Financial University under the Government of the Russian Federation.

According to him, part-time employees, as well as persons working under civil law contracts (GPH), can receive salaries below the established level.

"The monthly salary of an employee who has fully worked out the standard of working hours during this period and fulfilled labor standards (labor duties) cannot be lower than the minimum wage," he said in an interview."Газета.Ru ".

The economist recalled that, in accordance with the Labor Code of the Russian Federation, the salary of an employee who has fully worked out the standard of working hours and fulfilled his duties cannot be lower than the minimum wage. Currently, this figure is 27,093 rubles.

Balynin noted that with part-time employment, a proportional reduction in wages is allowed. For example, when working at 0.5 rates, the minimum wage cannot be lower than half of the minimum wage — about 13.5 thousand rubles. At the same time, the length of working hours is also reduced — from 40 to 20 hours per week.

Separately, the expert stressed that the minimum wage requirements do not apply to civil law contracts, since they are not regulated by labor legislation. In this regard, payments under such agreements may be below the established minimum.

At the same time, Balynin drew attention to the risks of substituting GPH contracts for labor relations, which is prohibited by law. The Code of Administrative Offences of the Russian Federation provides for fines for such violations: for officials — from 10 thousand to 20 thousand rubles, for individual entrepreneurs — from 5 thousand to 10 thousand rubles, and for legal entities — from 50 thousand to 100 thousand rubles.

The expert also noted a steady upward trend in the minimum wage. According to him, the figure has increased significantly in recent years and is expected to exceed 35 thousand rubles by 2030.

On May 1, the leader of the Fair Russia party and the head of the Duma faction, Sergei Mironov, announced the need to set a minimum wage of at least 60 thousand rubles. According to Mironov, the party traditionally holds May Day on this day, using it as a platform for discussing the protection of workers' rights.

Earlier, on April 23, it was reported that an inter-factional bill on the introduction of a minimum hourly wage in Russia would be submitted to the State Duma. According to the draft law, this indicator should be set annually at the same time as the minimum wage.
