A United States law regulating presidential military powers and limiting the duration of foreign operations to 60 days without congressional approval is unconstitutional. This was announced on May 5 by US Secretary of State Marco Rubio.

"This has been the position of every presidential administration without exception since the day this law was passed. It has always been viewed as an encroachment on the constitutional powers of the president," he said at a White House briefing.
