Unexpectedly high housing payments are often caused by the simultaneous coincidence of several factors: changes in maintenance fees, recalculations, seasonal expenses, arrears, or penalties. This was announced on May 6 by the director of the INTER Management Company, Alain Lebedev.

According to him, owners can influence future payments through general meetings (GCC), where the works, their cost and repair priorities are approved. The increase in payments is related to the actual cost of maintaining the house, which increases in price over time (maintenance of elevators, networks, cleaning, etc.). This is especially noticeable in houses where repairs have been postponed and maintenance fees have not been reviewed. Seasonal and unscheduled expenses are also approved by the OSS.

The expert stressed that houses differ in terms of maintenance (number of elevators, complexity of engineering systems), so costs can vary significantly.

To reduce the risk of an unexpected increase in payments, Lebedev advises monitoring the OSS agenda, transmitting meter readings on time, not accumulating arrears, and paying attention to the Criminal Code's messages about repairs, as expenses may be reflected in the receipt with a delay.

The government will submit a bill to the State Duma if the experiment is successful in 19 regions.

On April 11, Roskachestvo reported that in order to recalculate payments for housing and communal services, it is necessary to record the fact of their inadequate quality and contact the emergency dispatch service. After the appeal, as a rule, an inspection is carried out, following which an act is drawn up. It is this document or other evidence, including meter readings, that can serve as the basis for recalculation.
