The Far Eastern and Arctic Mortgage program has become a driver of the construction market in the respective regions. Experts from Sberbank's Domclick service came to this conclusion after analyzing the dynamics of mortgage housing purchases in the Far East and the Arctic zone of Russia under the state program.
In the Far Eastern District, the volume of housing starts has doubled, from 2.5 million square meters. in 2019, up to 4.7 million square meters . m in 2025, and the total volume of construction has tripled. In the Arctic regions, the volume of housing construction increased by 40% in 2024 alone.
The steadily growing demand for housing purchase in the regions of the program is also confirmed by mortgage loans. According to Sber mortgage transactions, over the past 3 years, the number of DVIA loans has not fallen below 30 thousand per year. The volume of disbursements also shows steady growth, reaching a record in 2025, when Russians issued DVIA in the amount of more than 190 billion rubles per year.
New buildings remain the most sought—after type of housing, with almost 50% of borrowers opting for them. Approximately 30% of those who took DViA purchased ready—made apartments, and just over 20% purchased suburban real estate.
The choice of housing according to the DVIA is radically different in the primary and secondary markets. Among the apartments in new buildings, small-size apartments with an area of up to 40 sq. m. clearly predominate (39.6%). At the same time, apartments with an area of 51-70 sq. m are the leaders in transactions for the purchase of ready-made apartments.
The main limitation for the program at the moment is the insufficient volume of primary housing. According to the regulations, a family with one child needs at least 54 square meters, with two children — 60-70 square meters, but the current 6 million rubles in five regions allow you to take only 40 "squares" or less in a new building. These include Primorsky Krai, Yamalo-Nenets Autonomous District, Kamchatka Krai, Amur and Sakhalin Regions. At the same time, the old housing stock prevails in the secondary market in the respective regions.
