The deputy explained the reasons for the increase in the number of self-employed
The number of self-employed in Russia in 2025 increased by almost 27% and exceeded 15.4 million people, which indicates the transition of this form of employment into a stable segment of the labor market. Alexey Govyrin, a member of the State Duma Committee on Small and Medium-sized Enterprises, told Izvestia on May 5.
"The figures show the transition of self—employment from the category of casual part-time work to the established segment of the labor market," he said.
According to the MP, the simplicity of the professional income tax regime played a key role in the growth of popularity. Registration takes a few minutes, and it does not require a visit to the tax office, filing declarations, or using cash registers.
"The check is generated in the application by the self—employed for each receipt, and the tax is calculated automatically," explained Govyrin.
He added that the rates are 4% when working with individuals and 6% with companies, and if there is no income, no mandatory payments are charged. Govyrin noted that self-employment is actively used in the fields of services, construction, transportation, rental housing and creative industries, forming a separate niche of project employment.
"Classical employment under an employment contract retains its role for permanent functions and social guarantees, while self-employment occupies a neighboring niche of one-time, project and creative orders," stressed Govyrin.
The experiment on professional income tax will last until the end of 2028. According to the MP, this form of employment continues to be integrated into digital services, and some of the self-employed eventually become individual entrepreneurs.
On the same day, it became known that the number of self-employed in Russia by the end of 2025 increased by more than 25% and exceeded the mark of 15 million people. It was noted that over the past year, the number of Russians using this tax regime increased by 26.8% and amounted to more than 15 million people. At the end of 2024, there were more than 12 million self-employed people in Russia.
