By the end of 2025, the number of self-employed in Russia increased by more than 25% and exceeded the mark of 15 million people. This is evidenced by data from the Federal Tax Service (FTS), which was reviewed by RIA Novosti on May 5.
According to the Federal Tax Service, last year the number of Russians using this tax regime increased by 26.8% and amounted to more than 15 million people. At the end of 2024, there were more than 12 million self-employed people in Russia.
A special tax regime for the self-employed, the Professional income Tax (NAP), is in effect in Russia on an experimental basis until December 31, 2028.
Under this regime, the self-employed with an income of up to 2.4 million rubles per year can conduct business legally through a special application. The tax rate is 4% or 6%, and no reporting is required.
On March 30, Console experts told Izvestia that the introduction of restrictions on the work of the self-employed on digital platforms could hit drivers, couriers, warehouse staff and other specialists. The changes will also affect the economics of hiring. When a self-employed person is transferred to the state, the cumulative burden on the business increases significantly: personal income tax (13%) and insurance premiums (about 30%), as well as obligations for vacation, sick leave and other social guarantees are added to salary payments.
