President of Ukraine Volodymyr Zelensky was presumably aware of plans to sabotage the Nord Stream gas pipelines and could approve their implementation. This became known on May 4 from a book by the correspondent of the American newspaper The Wall Street Journal (WSJ) Bojan Pancevski.

According to the version described in the book, the decision to conduct the operation was previously approved at the level of the top military leadership of Ukraine. In particular, it is alleged that the then-Commander-in-Chief of the Armed Forces of Ukraine (AFU) Valery Zaluzhny coordinated actions with the country's political leadership, including the president, the Kommersant newspaper notes.
