The State Duma recalled tax breaks for pensioners in 2026
In 2026, Russian pensioners can benefit from a number of tax breaks, some of which are valid at the federal level, and some are regulated by regional legislation. This was announced on May 3 by Sergey Gavrilov, Chairman of the State Duma Committee on Property, Land and Property Relations.
According to the deputy, property tax and land tax benefits are fixed at the federal level. In particular, a pensioner has the right to completely exempt from taxation one object of each type: one apartment or room, one apartment building, one garage or parking space. The benefit also applies to creative spaces and outbuildings with an area of up to 50 square meters, located on garden or suburban areas. If there are two apartments in the property, the exemption applies only to one of them.
The parliamentarian clarified that pensioners are entitled to a deduction of six acres for the land tax. If the land area does not exceed 600 square meters, no tax is charged. In the case of ownership of a larger plot, the tax is charged only on the remaining area. Gavrilov recommended that the owners of several plots notify the tax service in advance to select the object with the highest cadastral value in order to maximize the benefits.
"A working pensioner can return personal income tax through a property deduction when buying a home. The right to return usually arises after the registration of the property, and when buying under an equity agreement, after the transfer of the apartment according to the act," Gavrilov said in an interview. Lenta.Ru .
The deputy explained that a pensioner can claim a deduction for the year of purchase and transfer the balance to the three previous years. So, if you purchase a home in 2026, you can make a refund for the period from 2023 to 2026.
The procedure for granting transport tax benefits depends on the regional laws at the place of registration of the car. Gavrilov noted that the conditions depend on the engine power and vehicle category. In Moscow, such exemptions more often apply to low-power cars and certain categories of citizens, while in the Moscow region they are determined by the regional law on preferential taxation.
Ekaterina Medyakova, an expert at the Federal Methodological Center for Improving Financial Literacy of the IGSU Presidential Academy, Candidate of Economic Sciences, Associate Professor, reported on April 28 that pensioners in Russia are exempt from paying taxes on one type of property — apartments, houses and garages. It was clarified that the pensioner has the right to decide for himself which of the real estate objects the benefit will apply to.
