Deputies of the Liberal Democratic Party have developed a package of bills obliging an employer to open a special bank account for foreign citizens and stateless persons who work for his company. The text of the document is available to Izvestia.

It is noted that the employer must transfer to this account an amount not lower than the costs provided for the deportation. Thus, in case of a serious violation and a subsequent court decision on deportation, funds will be deducted from this special account.

In addition, another initiative is being considered, providing for amendments to the Code of Administrative Offenses (CAO) of the Russian Federation. These amendments will allow fines imposed on migrants to be automatically deducted from this bank account in the future. It is expected that a package of relevant bills will be submitted to the State Duma on May 4.

"The responsibility should be shared by both the foreign employee and his employer. A special account set up for each foreign employee disciplines both him and the entrepreneur he works for. Violated — the money is debited automatically. They were deported — also at their own expense, and not at the expense of the country that gave the newcomer a job," LDPR leader Leonid Slutsky told Izvestia.

As noted in the explanatory note, after the bill comes into force, the burden on government agencies and bailiffs will decrease. This is due to the fact that some of the procedures for collecting fines will be automated, and their payment will be made directly from special accounts, which will simplify and speed up the process.

On April 22, Slutsky sent a letter to Maxim Shaskolsky, head of the Federal Antimonopoly Service (FAS), in which he asked to check the validity of the increase in tuition fees at Russian universities. It was clarified that in 2025, the cost of tuition for first-year applicants increased by an average of 12% compared to 2024. At the same time, for students who enrolled in 2022, the price increase for several years was about 30%.
