The Liberal Democratic Party has developed a bill on the free provision of land for housing construction

Deputies from the Liberal Democratic Party, led by its leader Leonid Slutsky, have created a bill on providing free land to Russians on which it will be possible to build housing or run a personal household with subsequent registration of ownership. This became known on May 1.

"Starting from 2028, the Liberal Democratic Party proposes to give every Russian a free plot of land — up to 0.5 hectares for 5 years, and after 4.5 years — to register it as property," Slutsky said in an interview with TASS.

The bill provides that adult citizens, including families, will have the right to apply for a land plot. Documents can be sent electronically through Gosuslugi or MFC.

In addition, it is proposed to set restrictions on the disposal of the received land: within 10 years, the plot cannot be sold or donated to relatives, and for transactions with other persons, the period will be 25 years. The transfer of land plots to foreigners and companies with foreign participation will also be completely prohibited.

The aim of the initiative, as stated in the explanatory note, is to stimulate individual housing construction, support personal subsidiary farms and use vacant land.

Slutsky sent a letter to the Minister of Finance of the Russian Federation Anton Siluanov with a proposal to oblige credit institutions to independently propose measures to reduce the debt burden to borrowers who found themselves in a difficult life situation on April 30. The initiative implies that, with the consent of the citizen, the bank will be obliged to reduce the interest rate on the loan in proportion to the reduction in the key rate of the Bank of Russia or extend the loan term to reduce the monthly payment. Slutsky believes that such measures should be applied if there is a delay of more than 60 days or a high debt burden.
