A bill has been submitted to the State Duma, which proposes to exempt from paying the recycling fee for cars of such categories of citizens as combat veterans, group I disabled people and large families, as well as families with disabled children. The document was published on April 30 on the website of the lower house of parliament.
As the authors of the bill pointed out, the changes introduced last year in the recycling calculation system contribute to a significant increase in the costs of individuals importing vehicles for personal use into the Russian Federation. At the same time, the growing financial burden on combat veterans, large families, group I disabled people, as well as families with disabled children who belong to categories covered by state social support is of particular concern.
"The introduction of benefits for these categories of citizens will make it possible to maintain accessibility for the most vulnerable categories of individuals who need vehicles for full movement," the deputies noted in an explanatory note.
Changes are planned to be made to the laws "On production and consumption waste" and "On Veterans".
Earlier, on April 9, the expert explained that the high growth in registrations of new cars of such German and Japanese brands in Russia in early 2026 was due to the effect of a low base and the fear that it would soon become much more difficult to purchase such cars. As the specialist explained, sales growth was influenced by the new rules for calculating scrap collection, according to which, since December last year, individuals can import cars with an engine power of no more than 160 hp for personal use at discounted rates.
