LDPR deputies have developed a bill envisaging the abolition of the recycling fee for combat veterans, large families, group I disabled people, as well as families with disabled children. The initiative will be submitted to the State Duma on April 30 (Izvestia has the text of the document).

"The Liberal Democratic Party proposes to exempt large families, group I disabled people and military veterans, as well as families with disabled children, from paying the recycling fee. This way we will significantly reduce the financial burden on citizens who are particularly in need of a car for comfortable and full—fledged movement," said party leader Leonid Slutsky.

He recalled that from December 1, 2025, new rules for calculating the recycling fee came into force — in addition to the engine volume, its power and the environmental class of the car began to be taken into account. So, for some cars, the tax increased from 3,400 rubles to 790 thousand. It hurt ordinary people, making buying a car inaccessible to most citizens.

On February 25, Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, proposed reducing the percentage of housing and communal services costs for pensioners and beneficiaries, as well as introducing automatic registration of subsidies for these purposes. Currently, the federal cost threshold for housing and communal services, when exceeded, a family is eligible for a subsidy, is 22% of total income.
