State Duma deputies proposed obliging the regions to provide free use of paid parking on weekends and non-working holidays on state and municipal property. This became known on April 30.

An inter-factional bill on this issue is scheduled to be submitted to the lower house of parliament on Thursday, RIA Novosti reports.

One of the authors of the project was Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs.

The explanatory note to the draft states that it is proposed to amend the law on traffic management and consolidate the obligation of regions to establish free parking on weekends and holidays.

It is clarified that now the subjects of the Russian Federation can independently determine such rules, which leads to differences between regions. According to the authors, this creates unequal access to parking space and different conditions for car owners in the country.

"We believe that the introduction of free parking for everyone on weekends and non—working holidays, when many citizens leave for summer cottages and traffic in the city is not stressful, will eliminate the existing injustice, as well as significantly reduce the financial burden on car owners," the document emphasizes.

On April 28, a document was published on the website of the lower house of parliament, according to which a bill was submitted to the State Duma of the Russian Federation on the mandatory allocation of places for disabled cars in parking lots within the boundaries of the house territory without the need for a decision of the general meeting of owners.

The explanatory note notes that the implementation of the initiative will ensure the right of people with disabilities to create special parking spaces near their place of residence.
