The average CTP payment reached 119 thousand rubles in Russia
According to the results of the first quarter of 2026, the average CTP payment increased by 9.8% compared to the same period last year and reached 118.9 thousand rubles (against 108.3 thousand rubles in the first quarter of 2025). The Russian Union of Motor Insurers (RSA) announced this in its Telegram channel on April 29.
The average payout increased by 27.2% in two years and 43.3% in three years. The average premium for annual compulsory motor insurance policies remained approximately at the same level as a year earlier during this period, amounting to 7,645 rubles, the RSA calculated. This can be achieved through the individualization of tariffs, the union said. Careful drivers with a good insurance history receive significant discounts and pay less for the policy, while violators and reckless drivers, on the contrary, receive more.
As noted by the head of the RSA Evgeny Ufimtsev, it is also necessary to reduce the burden on tariffs by actively combating unfair practices and insurance fraud. In more than half of the subjects of the Russian Federation, according to the results of the first quarter, the level of payments, including business expenses, was above 100%: in these regions, CTP is unprofitable, and insurers are forced to pay more for losses than they collect insurance premiums, he said. Ufimtsev said that this is primarily observed in the regions of the North Caucasus, in the Primorsky, Khabarovsk and Altai Territories, in the Republics of Bashkortostan, Tatarstan, Mari El, Sakha, in the Novosibirsk, Smolensk, Chelyabinsk, Penza, Yaroslavl regions. There are more than sixty such regions in total.
The total amount of payments, according to the RSA, from January to March 2026 amounted to 60.9 billion rubles. The total amount of CTP premiums collected during this period amounted to 75 billion rubles. The number of contracts concluded during this period reached 15.6 million, of which 6 million were issued as short-term compulsory motor liability insurance policies. The average premium for short-term CTP policies in the first quarter of 2026 was 210 rubles.
An increase in the limit on life and health payments for CTP from 500 thousand to 2 million rubles may lead to an increase in the cost of CTP policies. The Russian Union of Motor Insurers (RSA) estimated on April 20 that the average premium could rise by about 10%.
