ROAD proposed to introduce digital passports of cars in Russia

The Association of Russian Automobile Dealers (ROAD) has proposed to develop a federal law that regulates the turnover of vehicles on the market. In particular, they envisage the introduction of digital passports with key information about the history of a particular car, Rossiyskaya Gazeta reported on April 28.

Thus, the digital passport should reflect the actual mileage of the vehicle, information about accidents, owners, deposits and arrests, as well as odometer readings, repair and maintenance history.

These measures, according to the ROAD, will increase the transparency of transactions with used cars and reduce risks for buyers. They will be able to provide complete information about the car of interest in advance before the transaction, which should reduce the level of fraud in the secondary market, simplify the verification of technical condition and service history.

In addition, the law should also consolidate the legal status of market participants: automakers, car distributors, car dealers and others, as well as their obligations to each other and to consumers, TASS said. As noted by Alexey Podshchekoldin, the head of the ROAD, at the moment there is no clear definition in the legislation of what a new car is, and other concepts such as automaker, car distributor, car dealer and others. He believes that the rules for the sale of new and used cars should be different, since it is impossible to impose the same requirements on vehicles that are five or 15 years old.

On this day, it was reported that the prices of popular cars older than 10 years at dealers in Russia were 25% lower than those of private sellers. On average, car dealerships' offers for cars in similar condition are 2% cheaper than for individuals.
