One of the reasons for the refusal of the Council of the European Union (EU) to ban the provision of services to tankers with Russian oil as part of the 20th package of anti-Russian sanctions was concerns about a possible conflict with Russia. This was announced on April 28 by MEP Fernand Kartheiser.

"Firstly, the international situation has led to supply difficulties in a number of industries, such as petroleum products, as well as other strategically important goods, including helium and fertilizers. The European economy is struggling to tolerate shortages or significant price increases for these products, so the situation should not be further aggravated," he told RIA Novosti.
