The revolution and the civil war have radically changed the fate of Russia and millions of its citizens, Russian President Vladimir Putin said at a meeting of the Council of Legislators on April 27.

"In 1907, addressing the Duma, the very next year Pyotr Arkadievich Stolypin said that our Fatherland should turn into a state governed by the rule of law. However, pretty soon, ten years later, 1917 and the tragedy of the civil war dramatically, radically changed the fate of the country and millions of our fellow citizens," he said during his speech.
