Over the last weekend of April, 500 road accidents were recorded on Russian roads, in which 59 people were killed and 630 injured. 44 of the dead were drivers and passengers. This was reported to Izvestia on April 27 by the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.
So, in the Krasnoyarsk Territory, in the evening, on 18 km of the Sharypovo — Uzhur —Balakhta regional highway, an 18-year-old passenger car driver ran over a horse standing on the roadway, after which the car left the road and overturned. Both the driver and his two female passengers, 16 and 17 years old, were killed in the accident, one of whom was in the front passenger seat with a seat belt on at the time of the collision, and the other was behind the driver. At the same time, the second passenger did not use a seat belt.
As a result of 111 accidents involving pedestrians, 15 people were killed, and 99 more were injured in various degrees of severity. Among the injured are 28 child pedestrians, 19 of whom were injured when crossing the roadway in unintended places. Of the total number of pedestrian incidents, 41 occurred at pedestrian crossings and 70 outside their area of operation.
In addition, 16 bus accidents were recorded, in which 2 people were killed, and another 18 road users needed medical attention. Half of the bus accidents were caused by traffic violations committed by their drivers.
83 accidents involving minors were registered, 96 young road users were injured, including 43 passengers and 13 motor transport drivers. Four children under the age of 16 were killed, three of them were driving a motorcycle, one was being transported as a passenger.
For example, in the Perm Region, on 155 km of the Kostroma - Sharya — Kirov—Perm federal highway R—243, a 39-year-old passenger car driver suddenly lost consciousness while driving due to a sharp deterioration in his health, after which the car drove into the oncoming lane, where it collided with a tanker truck. The truck then drove off the road into a ditch. As a result of the accident, two passengers of a passenger car were killed, including a nine-year-old girl who was in the back seat in a child restraint fastened with a seat belt. The culprit of the collision and another minor passenger, a three—year-old girl who was also transported in the back seat in compliance with all safety requirements, were hospitalized with injuries.
In the Altai Territory, on the 20th km of the Krutikha - Dolganka —Malolchanka highway of regional significance, a 15—year-old pit bike driver lost control at night, drove off the road and crashed into a concrete mileage column. In Pyatigorsk, a schoolboy the same age as the one who died in the Altai Territory, also without a driver's license and a motorcycle helmet, collided on a pit bike with a passenger car moving in front of him in the same direction, making a right turn into the adjacent territory. The driver of the motorcycle was killed, and his passenger was hospitalized.
In one of the rural settlements of the Samara region, during the daytime, an 11-year-old schoolboy, driving a pit bike, at the intersection of equivalent roads did not provide an advantage in the movement of a cargo Gazelle approaching from the right and collided with it. A young moped driver was killed, and his 12-year-old passenger was hospitalized with injuries. The children rode motorcycles without motorcycle helmets.
In all three incidents, the reason was the lack of driving skills and driving experience of underage drivers, besides, they were not allowed to drive a sports car on public roads, the department noted. The State Traffic Inspectorate called on parents to strictly monitor and stop attempts by children and teenagers to get behind the wheel on their own, as well as to exclude for them the possibility of accessing the keys of cars, mopeds and motorcycles, prohibiting the management of cars and motor vehicles without rights and driving skills. The lack of control over the behavior and leisure of minors on weekends often leads to injuries or deaths of young road users.
If you have a driver's license, you can drive mopeds and motorcycles on public roads no earlier than the age of 16. Cross—country motorcycles and pitbikes, which are sports equipment, should be used only on specialized tracks and only for motorsport, including for young athletes. They are strictly prohibited from traveling on ordinary roads, as well as in populated areas, the ministry stressed. Administrative liability is provided for allowing minors who do not have a driver's license of the appropriate category to drive a car or motor vehicle.
"In addition, the State Traffic Inspectorate urges motorists not to overestimate their strength and closely monitor their health. At the slightest signs of malaise, exacerbation of a chronic illness or fatigue, temporarily cancel the trip until you get a full rest or recovery. You should always get behind the wheel cheerful and well-rested. Remember that the lives and health of other road users, including your passengers, depend on your well—being," said Police Colonel Sergey Hrantskevich, head of the Department for Road Safety Promotion and Prevention of child traffic Injuries at the Ministry of Internal Affairs of Russia.
Valery Goryukhanov, a member of the State Duma Committee on Transport and Transport Infrastructure Development, said on April 3 that the experience of some regions banning the sale of gasoline to children could be extended to the whole of Russia. The parliamentarian noted that in a number of Russian regions such restrictions were introduced to combat the riding of minors on pit bikes on the roads.
