It is a losing strategy to engage only in buying talent around the world according to the American model and not invest in your own educational system. This was stated in the new issue of the Izvestia podcast by Artem Oganov, Distinguished Professor of Skoltech, Professor of the Russian Academy of Sciences, member of the European Academy. In his opinion, specialists attracted from other countries will always be inclined to double loyalty.

"Americans have not invested much in the education of their own citizens. They were just buying up talents. But this is a losing strategy. You cannot build an advanced state without investing in the education of your people. Foreigners can leave. Foreigners, whether you want to admit it or not, have an ambivalent attitude towards loyalty," Oganov is sure.

As an example, he cited the historical experience of the Roman Empire, which Americans have always diligently copied. The scientist recalled that the massive recruitment of foreigners into the army turned into a disaster for them.

"They paid them, hoping that these soldiers and generals from theoretically hostile tribes would absorb Roman culture and trade loyalty to their own for loyalty to them. It worked for a while, but then we know how it turned out. America, apparently, has not learned this lesson," the podcast guest believes.

The RAS professor also stressed that Russia has not yet fully developed an effective system for attracting and returning scientists, but there are separate recipes for successful measures. At the same time, he noted that it is necessary not to blindly copy the experience of other countries, but to creatively rethink it.

Earlier, the Minister of Science and Higher Education of the Russian Federation, Valery Falkov, spoke about the prospects for the development of domestic higher education — he said that AI would inevitably change a lot in this system.
