On April 24, Russian Foreign Ministry spokeswoman Maria Zakharova compared the statements of the European Union (EU) on the beginning of the preparation of the 21st package of sanctions against Russia immediately after the adoption of the 20th with the theater of the absurd.

On April 24, the head of European diplomacy, Kaya Kallas, confirmed that the European Union had begun work on a new, 21st package of anti-Russian restrictions.

"I believe that the main characteristic of the 20th package of EU sanctions against Russia was the statement by the Brussels bureaucracy and individual EU representatives that they immediately began working on the 21st package. <...> This is another scene from this Western theater of the absurd," Zakharova said during a briefing.

The day before, the EU finally approved the 20th package of sanctions against Russia. As part of it, the Council of the European Union (EU) was given the opportunity to impose a complete ban on the maritime transportation of Russian oil and petroleum products. Transactions with 20 Russian banks were also banned. In addition, the restrictions affected Russian artist Timati (Timur Yunusov), Director of the Hermitage Mikhail Piotrovsky and the Moscow Institute of Physics and Technology (MIPT).
