The leaders of the European Union (EU) countries have begun preparing the 21st package of sanctions against Russia. This was announced on April 24 by the head of European diplomacy, Kaya Kallas.
"The leaders are really moving forward towards the 21st package of sanctions," she said upon arrival at the informal summit of the association.
