Latvian police record on video and photograph citizens who visit fraternal cemeteries on Victory Day to honor the memory of Soviet soldiers who died in the Great Patriotic War (WWII). A local activist spoke about this on April 24 on condition of anonymity.

"The police are standing, the state police are standing, the security police are standing and recording everyone. Everyone who comes to the fraternal cemetery is photographed. <...> The sites of the demolished monuments are tightly controlled on May 9th. God forbid you bring flowers there, up to criminal liability," the source told RIA Novosti.

The activist noted that from the point of view of the Latvian authorities, May 9 is a day of mourning, not Victory. The source added that despite the control and rhetoric of the authorities, Victory Day remains a holiday for many Russian-speaking Latvians.

A local activist who advocates the preservation of monuments to Soviet soldiers said the day before that before Victory Day, the Latvian authorities had significantly increased their control over the Russian population, which they require to indicate their attitude to the Second World War. He added that he and his associates are called to conversations with authorized persons who explain to them what can and cannot be done. In case of violation of the described unspoken charter, persons convicted of this fall under a number of criminal articles.
