A three-story house that collapsed in Dagestan was erected in a restricted area.
After the collapse of a three-storey house during floods in Dagestan, searches are continuing in the republican Ministry of Natural Resources and Environment in a criminal case on the construction of houses within the boundaries of the water protection zone and the riverbed. The situation at the scene of the emergency on April 23 was shown by Izvestia.
The footage shows that the apartment buildings are built right in the bed of the Tarnairka River, because of this, the structures of four more apartment buildings nearby are under threat.
"All these houses should not have been built here, <... However, the developers were able to find an approach to the officials and those who had to stop the illegal construction," correspondent Murad Magomedov said.
On April 23, the Investigative Committee of Russia reported that the Ministry of Natural Resources and Ecology of the Republic of Dagestan had been searched as part of a criminal investigation under Part 3 of Article 286 of the Criminal Code ("Abuse of official authority") and Part 1 of Article 293 of the Criminal Code ("Negligence"). The investigation found that from 2009 to March 2026, officials of the Makhachkala administration and other departments illegally registered private ownership of land within the boundaries of the water protection zone and the riverbed. The construction of capital facilities there is prohibited by law.
Russian President Vladimir Putin said on April 21 that during the survey of flood-affected houses in Dagestan, it is important not to lose momentum and make timely decisions on restoration. He added that housing should be restored even for those who do not have any official documents for construction or they are issued in violation of the norms of documents.
