A law banning the sale of gasoline to children was passed in the Moscow region.

On April 23, at the initiative of United Russia, a law was passed in the Moscow Region prohibiting the sale of fuels and lubricants to minors. The new rules will come into force on September 1, 2026 and are aimed at reducing the number of accidents involving teenagers on sports motorcycles.

The initiative was announced in March at a round table of the United Russia faction in the Moscow State Duma, where measures to tighten control over the riding of minors on pit bikes were discussed.

According to the new law, persons under the age of 18 are prohibited from selling gasoline, diesel fuel, gas and lubricants. An exception is provided only for teenagers who have a driver's license for driving mopeds or light motorcycles. If there are doubts about the age of the buyer, gas station employees are required to require documents, and in case of their absence, refuse to sell.

Traffic police statistics confirm an increase in dangerous incidents. Over the past three years, the number of accidents involving sports motorcycles has increased fourfold.

"We see an alarming trend in road accidents involving sports motorcycles, including pitbikes and ATVs. Our main task is to protect the lives and health of children. This is a necessary step to restore order on roads near Moscow," said Igor Bryntsalov, speaker of the Moscow City Duma.

After the law comes into force, the Moscow Region Code of Administrative Offences will be amended to include liability for individual entrepreneurs and legal entities for violating the ban on selling fuel to children.

On April 3, Valery Goryukhanov, a member of the State Duma Committee on Transport and Transport Infrastructure Development, said that the experience of some regions banning the sale of gasoline to children could be extended to the whole of Russia. The parliamentarian noted that in a number of Russian regions such restrictions were introduced to combat the riding of minors on pit bikes on the roads.
