The amount of the fine for the release of smoldering coals in green areas can be up to 50 thousand rubles. This was announced on April 23 by Turgunboy Zokirov, an assistant at the Department of Administrative Law and Procedure at Kutafin University.
"In principle, it is impossible to dispose of smoldering coals <...>. Otherwise, a fire threat is created. Violation of fire safety requirements entails administrative liability, and a citizen offender may face a warning or an administrative fine in the amount of 5 to 15 thousand rubles," he said in an interview with TASS.
Zokirov noted that under the special fire protection regime, the amount of the fine can be increased to 20 thousand rubles. According to the agency's interlocutor, when embers are thrown out in the forest, an administrative fine can range from 15 to 30 thousand rubles, and in a forest park green belt — from 40 to 50 thousand rubles, as in conditions of a special fire protection regime or an emergency situation caused by forest fires.
He added: if the fire caused minor harm to health, damage or destruction of property in the amount of up to 250 thousand rubles, then the administrative fine reaches 50 thousand rubles. In situations of violation of fire safety requirements in forests and minor injury to health, an administrative fine can reach up to 60 thousand rubles, and with more severe consequences, a Russian citizen may be prosecuted.
Alexander Kogan, Deputy Chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection, announced on March 25 that the State Duma of the Russian Federation and the Ministry of Natural Resources and Ecology of Russia are working on legislative changes that will legalize the improvement of urban forests.
